The adage “Teach a man to fish and you feed him for lifetime” was seen on Thursday, February 10, 2012, when the General Auditing Commission (GAC) certificated sixty-six (66) employees of both the commission and the Ministry of Finance after having successfully passed the Certified Fraud Examination (CFE) following three months of intensive training under the sponsorship of the General Auditing Commission.
“Be that as it may, let me congratulate the successful candidates on their achievement and say to them that although the subject of personal integrity is not taught in trainings such as the one just completed by them, it is nonetheless the most valuable characteristic required of anti-graft practioners. Therefore, beware; be circumspect in discharging your duties and responsibilities.” These were the words of the Liberia Anti-Corruption Commission Chairperson, Cllr. Frances Johnson Allison when she delivered her keynote address to the newly Certified Fraud Examiners.
The Liberian Anti-Corruption Commission Chairperson, Cllr. Frances Johnson Allison was quick in commending the effort of the Acting Auditor-General and the entire GAC family, saying “certainly, this is a significant milestone not just in the history of the GAC but also in the history of the anti-corruption war in Liberia generally”.
Speaking earlier at the opening of the program, the Acting Auditor-General, Hon. Winsley S. Nanka made it clear that professionalism was an obligation and should not be compromised. He cautioned the newly certificated CFEs to uphold their integrity and independence as a means of boosting the fight against corruption, since the job of auditing is marred by temptations and difficulties.
Also making remarks at the program was Hon. Marcus S. G. Dahn, Acting Deputy Minister of Planning & Economic Affairs for Administration. Minister Dahn thanked the General Auditing Commission (GAC) and the Kenya Chapter of the Association of Certified Fraud Examiners for the opportunity afforded our Liberian citizens to enhance their capacity in the art of preventing corruption and helping to prosecute offenders and said their expertise will be needed in order to achieve our goals.
Also speaking at the program were Mr. Joseph Neufville, Advisor of the Public Procurement and Concession and the Comptroller of the US Embassy/USAID Mr. Charles Egu. They both admonished the CFEs to stand firm in the discharge of their duties, maintaining that building integrity is a responsibility for them.
The Deputy Auditor General for Administration, Hon. J. Taweh Veikai also cautioned the newly certificated CFEs to uphold their CFE credentials and perform their duties diligently. “Professional Certificates “, he said, “go with responsibility and responsibility goes with performance."
He further noted that this is a new and perfect beginning for Liberia since these breed of forensic experts will have a significant part to play in Liberia’s fiscal growth and development.
The completion of this certification program paves the way for the opening of the Liberia’s Chapter of the Association of Certified Fraud Examiners (ACFE).
