UN Secretary General Ban ki-Moon, in his various reports on prevailing security and economic conditions in Liberia, has been issuing the same warnings and making the basically the same observations: progress is undeniable, but not all that glitters is gold.

In his latest report to the Security Council, there are key phrases that are instructive and should capture the attention of policy makers.Amongst the standing observation is the phrase 'increased perceptions of impunity,' bitter acrimonies over audit results that tend to bury their value, the lack of internal controls within the financial management system, and the accompanying dangers. “Because of the volcanic awareness from the public regarding our audit findings posted on our website and published widely in the media, public officials are steadily becoming cautious to use public money outside the realm of the   intended purpose,” Auditor General John S. Morlu urged African Auditors General on the added value of getting the public involve or knowledgeable about audit findings and reports.

Addressing fellow Auditors General and high profile Ghanaian officials Friday, August 20, 2010 at the Centenary Anniversary of the Ghana Audit Service (GAS), AG Morlu told the gathering that the audit reports of the General Auditing Commission (GAC) named names.

The Deputy Auditing General (DAG) for Audit Service, Mr. Winsley Nanka, says there exists a couple of debilitating constraints which the General Auditing Commission (GAC) has been surmounting to ensure fiscal probity and integrity in the public service.

In an exclusive interview with GAC Today, the official Newsletter of the Commission, Mr. Nanka particularly spoke of two main constraints: first, operational constraints which he said are a result of inadequate budgetary allocation and, second, the failure of the Legislature and Executive to act upon the Audit reports produced by the GAC.

More Capacity Building For GAC PDF Print E-mail

“It is very important that GAC benefits from my trainings. The Government of Liberia has adopted International Public Sector Accounting Standards (IPSAS) meaning that it plans to prepare financial statements based on IPSAS in the future. To be able to audit these financial statements the GAC employees need to know how to do that. It is my honour and pleasure to assist in that,” Theo Molenbrugge a former PricewaterhouseCooper Assistant Manager and trainer highlights the importance of the training he is currently offering GAC auditors and staff. 


Molenbrugge has been at the GAC for a month and is expected to be here for more than two months providing training for GAC auditors and staff in the area of International Public Sector Accounting Standards (IPSAS) and International Financial Reporting Standards (IFRS).

GAC’s CFO Earns MBA from the USA PDF Print E-mail

“I wish to reiterate my ardent and heartfelt   commitment in working to bring added value to the General Auditing Commission (GAC) through this education I acquired; thereby contributing positively to the Government and the Auditor General’s anti-corruption fight  and also to the overall reconstruction and development of Liberia,” those were the words of gratitude, commitment and  gladness conveyed by Janga A. Kowo, Chief Financial Officer of  GAC upon his return from study leave; the United States of America.

The CFO who left for study tour a year ago returned after successfully completing the course of study at the Maharishi University of Management in Fairfield, IOWA, USA; where he earned a Master of Business Administration (MBA) with emphasis in Accounting and Sustainable Business.
